7. OPM3 and Strategic Planning*
In this respect, OPM3 proved to be of high value for organizations of varying maturity status, generally categorized into one of the following three:
- No Strategic Plan or Strategic Plan exists but not implemented
- Strategic Plan is not aligned with tactical plans and projects
- Strategic plan that is being implemented.
For the companies that do not have a formal written, documented and communicated strategic plan, an OPM3 Assessment will indicate missing Best Practices and their accompanying Capabilities in Organization Enablers, nevertheless the system will capture any islands of success within the implementation of individual projects. Afterwards, the corresponding Improvement Plans will lead to the generation of the missing strategy, followed by other activities.
The case for many companies in the world consists of lack of ability to implement their strategies. They have clear vision and mission statements, and do actually have five to ten years objectives and strategies. Their problems lay in the inability to turn these strategies into actionable plans, and most of their projects and their initiatives show irrelevancy to the general objectives. The accompanying irony in these types of companies is that projects might succeed, but the overall organization either fails or does not match expectations of the shareholders. OPM3 will pinpoint the missing standards, especially for Project and Portfolio domains, while filling the gap between the Strategy of the organization and the contribution of its individual projects in meeting the strategy.
Profitable businesses that are following a specific strategic plan, implementing and maintaining the plan through continuous measurements and assessments are in the process of optimization and becoming world class leaders. In this respect, OPM3 allocates missing items and corners of imperfection in order to achieve even higher maturity.
No matter the size and quality system implemented within your organization, OPM3 is found to be able to coexist and complement other models such as ISO, Six Sigma, CMMI, EFQM and others. OPM3 has been equally successful for corporates, as well as public authorities.
